Frank Castle (Ray Stevenson) as the Punisher, now sets his sight on mob boss Billy Russoti (Dominic West). He brutally disfigures Russoti and kill a mafia lackey who turns out to be an undercover FBI agent. Agent Paul Budiansky (Colin Salmon), the ex-partner of the undercover Fed, joins the "Punisher Task Force" to bring Castle to justice. Meanwhile, Russoti recovers and want to sets a vengeance to Castle. He recruits a massive army of psychotic killers, gangbangers, and mobsters under his new alias "Jigsaw". Now with the "Punisher Task Force" hot on his trail, Frank must stand up to the formidable army that Jigsaw has recruited.
